What We Could Not Confirm
- The remarks note a disclaimer of liability for non-conformity. Under that condition the seller cannot be held responsible for defects found after handover, so the condition of the building needs checking in advance. At 36 years old and vacant, the working state of the fixtures also needs looking at.
- Because the address is given as an oaza name, we could confirm from the listed zoning that the site lies within a pocket of urbanisation promotion area, but the lot number is not published. If the lot number becomes known, the individual roadside value would be settled. The band across Odutsumi's urbanisation promotion area runs 89D to 100D.

About This Property
A 19.8 million yen resale detached house in Odutsumi, Kawagoe City, Saitama, a 19-minute walk from Kasumigaseki Station on the Tobu Tojo Line. Land 193.89 sqm (registry, about 58 tsubo), building 109.50 sqm, wooden two-storey 4LDK, built December 1989 (36 years old). Currently vacant, with parking for two cars under a carport.
The assessed ratio is 87.2%. The inheritance-tax roadside land value for fiscal 2026 is 89,000 yen/sqm (roadside value map 26024), which across 193.89 sqm gives 17.25 million yen. At 36 years the building is 14 years past the 22-year statutory life for timber construction, so its assessed value is zero and this figure comes from the land alone.
The first thing we checked was whether a roadside value exists at all. The address is given as "Oaza Odutsumi", and oaza place names often sit in urbanisation control areas or multiplier areas. Indeed, Odutsumi spans six roadside value map sheets and most of its area is marked as a multiplier area (urbanisation control area). However, the listing states the city planning field as "urbanisation promotion area" and the zoning as Category II Low-rise Exclusive Residential (50% coverage, 100% floor area ratio). Multiplier areas carry no zoning designation, so the moment those two coexist a multiplier area is ruled out. The site therefore lies inside a pocket of urbanisation promotion area with roadside values assigned.
Odutsumi has only two such pockets. One is a subdivision called Family Town Kasuga, at 89D to 90D; the other is a north-western pocket nearer Tsurugashima Station at 93D to 98D, with 100D around it. From the listed walking times (19 minutes to Kasumigaseki, 27 to Tsurugashima) we placed the site in the former. The latter includes a point just 198 m in a straight line from Tsurugashima Station, which contradicts the listed 27 minutes. Within the pocket 89D and 90D are split roughly evenly, so we took the conservative 89,000 yen/sqm as the representative value.
On sensitivity: the neighbouring 90D still gives 88.1%, the north-western pocket's 93D would give 91.1%, and 100D would give 97.9%. The cheapest roadside value assigned anywhere in Odutsumi's urbanisation promotion area is 89,000 yen/sqm, and every band exceeds the 81,696 yen/sqm needed to reach 80%. Last year's 88,000 yen gives 86.2% and the year before's 86,000 yen gives 84.2%, so neither a misread band nor a different year changes the conclusion.
To fix the location, we found the listing HTML carried no property coordinates — the two it did contain were both station points, so we did not use them. Instead we geocoded the lot-number annotations on the roadside value map through the Geospatial Information Authority's address API to calibrate, and established that the subdivision corresponds to lot 62 of Odutsumi.
The site is a north-west corner plot fronting two public roads, 9.0 m to the west and 9.0 m to the north. Both are 9 m class, the type that attracts a corner-plot adjustment, and a corner-plot relaxation of the building coverage ratio can be expected. There is no private road burden and no mention of a setback.
We examined all eight exterior photographs and both parking photographs. On the southern entrance side the boundary is a brick-look decorative kerb and planting strip, with a 0.15 to 0.3 m difference from the road. Three steps lead to the entrance, a total rise of 0.4 to 0.5 m. The brick wall beside the gate post stands 0.6 to 0.85 m but the ground is level on both sides, so it does not function as a retaining wall. The western road is also close to level with the site, the eastern neighbour has only a low footing under a white mesh fence, and the northern parking area is level with the adjoining land. Elevation data confirms the subdivision as a gentle plateau of 19.1 to 22.7 m with a 0.9% gradient over about 400 m — no metre-scale step.
One thing worth noting: the concrete retaining wall with guardrail visible to the right of the photographs belongs to a separate site on the slope across the road, not to this property's boundary. We confirmed this by enlarging the image.
