How We Checked This Property

Because the SUUMO listing has no photos, we checked the area of the access strip and how to treat the narrow northwest passage against the photos and lot survey on athome (which lists the same land), GSI elevation data and the 2026 road price maps.

Locating the road price

Nishihirayama 2-chome spans three road price map sheets (61067, 61075 and 61076), and part of it lies within a land readjustment project area with no road prices. Counting the local streets in the 2-chome block on the 2026 maps, 135,000 yen/㎡ (leasehold ratio D) appeared on 14 sections, the most, followed by 130,000 yen/㎡ on 9 sections and 125,000 and 140,000 yen/㎡ on one section each, so we used 135,000 yen/㎡ as the representative value. We followed the same street for three years: 125,000 yen/㎡ in 2024 and 2025 and 135,000 yen/㎡ in 2026. The east road that the pole connects to is 130,000 yen/㎡; using that gives an assessed ratio of about 92.1%, and the lowest value in the block, 125,000 yen/㎡, gives about 88.6%.

Effective land area

The listed land area of 130.59㎡ (surveyed) includes a 25.69㎡ access strip (pole) about 2.3m wide. Since the pole can only be used as a passage, we used 104.90㎡ after deducting these 25.69㎡. This matches the dimensions on the lot survey in the athome listing (pole 2.30m wide and about 11.17m long).

Rights and restrictions

The listing describes the northwest side as a 1.2m-wide 'public road' and both sites call it a 'corner lot', but in the photos it is a concrete path a little over 1m wide running along an open irrigation channel. The road frontage required for building is secured on the east public road (4.9 to 5.0m wide) through the 2.3m pole, so we did not treat the northwest side as a road requiring a setback and made no area deduction. The road type of this passage cannot be confirmed from the listings.

On-site check from photos

The SUUMO listing has no photos at all, so we judged from the photos in the athome listing of the same land (we confirmed that the property number and location match). We opened three of them, the lot survey, the exterior and the view from the balcony: the height difference between the northwest path and the gate and carport on the lot side is about 0.2m, with no retaining wall, step or stairs. The channel embankment is on the far side of the path and is not the lot boundary. For the south and west boundaries and the pole entrance, which are not in the photos, we used the GSI 1m elevation mesh: lot centre 87.6m, east road 88.2m, northwest path 88.0m, south neighbour 87.9m and west neighbour 87.8m, a difference of under 1m in every direction. The house stands apart from its neighbours and is not attached.

What We Could Not Confirm

  • If the 1.2m-wide northwest passage were judged to be a road under the Building Standards Act (a so-called Article 42(2) road), the northwest side of the lot would need to be set back, and deducting that part from the area would lower the assessed ratio to about 78%. The road type needs to be confirmed with Hino City.
  • The land comes with an old house, and if it is delivered as is, the demolition cost may fall on the buyer. The condition of the house, the demolition cost and the terms for delivery as a cleared lot (negotiable according to the listing) need to be confirmed with the agent.
  • The address is published only down to 2-chome, and the lot number is unknown. The location was estimated from the lot shape, the listing's map position and the distance to the nearby elementary school, and the road price was applied based on this estimate.
  • The south and west boundaries with the neighbours and the condition of the entrance from the pole to the east road are not shown in the photos (elevation data shows differences of under 1m).
  • The land is close to the Asa River and an irrigation channel, but we have not checked hazard information such as expected flood depths. This should be checked on Hino City's hazard map.

This is a plot of land for sale in Nishihirayama 2-chome, Hino, listed as an 11-minute walk from Naganuma Station on the Keio Line, a 14-minute walk from Hirayamajoshi-koen Station and a 27-minute walk from Toyoda Station on the JR Chuo Line. It sits in a Category 1 low-rise exclusive residential zone (building coverage 40%, floor area ratio 80%), right next to Hino Municipal Takiai Elementary School (about 120m according to the athome remarks), and close to the Asa River and an irrigation channel. It is near the city boundary with Naganuma-machi, Hachioji, and the address is published only down to 2-chome.

The land is a flag-shaped lot of 130.59㎡ (surveyed, 39.50 tsubo), of which 25.69㎡ is the access strip (the 'pole') about 2.3m wide. It is freehold, registered as residential land, within the urbanization promotion area, with no private road burden. It meets the public road on the east (4.9 to 5.0m wide) through the 2.3m-wide pole, and on the northwest it faces a 1.2m-wide passage, described in the listing as a 'public road', for about 25m. Both sites describe it as a 'corner lot', but in the photos the northwest side is a concrete path running along an irrigation channel. Utilities are public water, public sewerage and city gas, and the listed restrictions are the Landscape Act and the Civil Aeronautics Act. ⚠️ The land comes with an old house; delivery as a cleared lot is negotiable, and there is no building condition. If the buyer takes the land as is, the cost of demolishing the old house may fall on the buyer. The price is 14.8 million yen.

The assessment uses the effective residential area of 104.90㎡, excluding the 25.69㎡ access strip, and does not include the old house. For the road price we used 135,000 yen/㎡ (leasehold ratio D), the most common value among local streets in the 2-chome block. It was 125,000 yen/㎡ in 2024 and 2025 and rose about 8.0% in 2026. The assessed ratio is about 95.7%; using the 130,000 yen/㎡ of the east road that the pole connects to gives about 92.1%. ⚠️ We treated the northwest passage as a path that is not a road under the Building Standards Act, and made no deduction for a setback. The road type cannot be confirmed from the listings; if it were judged to be a road under the Act (a so-called Article 42(2) road) and a setback were required, the assessed ratio would fall to about 78%.
