How We Checked This Property

Rather than reproducing the listing as-is, we checked the frontage road's price on the National Tax Agency's FY2026 road price map and tracked three years along the same road.

Locating the road price

On the FY2026 road price map for Chofu (sheet 59139), we took ¥320,000/m² from the block street in central Shimoishiwara 2-chome, south of the Keio Line. Nearby residential streets run ¥270,000–330,000/m² and the Koshu-kaido frontage ¥330,000–390,000/m²; we did not use the higher arterial figures.

Effective land area

The listing records no private-road burden or flagpole extension, so the full 442.25 m² is used for the land valuation with no deduction.

Building valuation assumptions

Against the 22-year statutory life for wood-frame construction, the building dates from June 1990 and is 36 years old, so its assessed value is zero. The entire assessed value here is land.

What We Could Not Confirm

  • Whether the 107.41 sqm private-road burden is deducted as part of the stated area splits the ratio between 97.9% and 74.1%. Only one of the four Rakumachi listings states 107.41 sqm; the other three leave the field blank. We treat it as a separate parcel and make no deduction, because the floor plan in another listing draws the private road as a separate shape outside the site — but since this straddles the 80% line we have put it to the operator. The share of the private road and the state of any passage and excavation consents are also worth confirming.
  • The frontage is a 4.00 m private road to the north-west, and another listing notes a designated position for the frontage road, suggesting an Article 42(1)(5) designated-position road. The site therefore fronts a statutory road directly rather than reaching one via an access strip. Even so, ten units front a 4 m designated-position road, so the on-site passage and frontage requirements for any rebuild are worth checking.
  • National elevation data shows the Tachikawa escarpment, a drop of about 6.5 m, running 25 to 40 m south of the chome-level coordinates. With no lot number established there is no basis for tying that escarpment to this site. No cliff, slope face or high retaining wall appears in any photograph, and another listing states the land is flat — but no listing mentions the cliff ordinance, so its applicability is unconfirmed.
  • We examined seven photographs from this listing and three from others. The private road and the concrete apron on the site run together without a step, and the boundary block wall on the bicycle-park side (about 1.2 m high) has openwork blocks in its second course, so it retains nothing. Around the entire perimeter the retaining height is under 1 m, at most about 0.3 m at the neighbouring boundary.
  • The same property appears in four Rakumachi listings with yields ranging from 4.27% to 5.22%. One records the status as partly tenanted, suggesting some vacancy. Another was registered on 17 August 2025, so the property has been on the market for about a year. One listing also gives the layout as 1K where the other three say 1DK at about 29 sqm, and records the unit area as 1.00 sqm — a clear data error.

A two-storey wooden apartment building in Shimo-Ishiwara, Chofu City, a 15-minute walk from Chofu Station on the Keio Line.

Around Chofu Station are the station-linked Trie Keio Chofu complex and Chofu PARCO, making for a highly convenient area. The property's surroundings are a settled residential district zoned Category I Low-Rise Exclusive Residential, where rental demand centred on single occupants can be expected. Built in June 1990, it comprises ten units of about 29 sqm each and is currently tenanted. Full-occupancy annual income is 7.26 million yen (605,000 yen a month) at a full-occupancy yield of 5.18%. The land is 442.25 sqm (about 133.78 tsubo) held in freehold, with a 40% building coverage ratio and an 80% floor area ratio.

On the assessment side, the inheritance-tax roadside land value for Shimo-Ishiwara 3-chome is 310,000 yen/sqm for 2026 (roadside value map 59138). It has risen 12.7% in two years: 275,000 yen in 2024, 290,000 in 2025 and 310,000 in 2026. The land assesses at roughly 137.10 million yen. At 36 years old the building has passed the 22-year statutory useful life for wooden construction and so assesses at zero, leaving the total also at about 137.10 million yen.

Against the 140 million yen price the assessed ratio is 97.9%. Backed by the generous site and rising land prices in the Chofu area, this suits an approach that weights the land as an asset. Please check the source listing for details such as rents, repair history and road frontage.

The Kenbiya listing ended on 18 August 2026 and we had marked this as delisted, but on 30 August 2026 two listings of the same property appeared on Rakumachi (the 140 million yen price, 442.25 sqm of land, 297.46 sqm of floor area and the June 1990 build date all match). We have returned it to on-sale. The new listings publish the address down to Shimo-Ishiwara 3-chome and show the frontage as a 4.00 m private road to the north.

At 20:00 on 30 August 2026 we re-measured the roadside value for Shimo-Ishiwara 3-chome. The earlier 320,000 yen/sqm was taken from a representative point in the middle of 2-chome; the prevailing band in 3-chome is 310,000 yen/sqm. The ratio falls from 101.1% to 97.9%, still clearing the 80% threshold. There is independent corroboration for this figure: another listing of the same property from a year earlier (registered August 2025) states a nearby roadside value of 275,000 yen, matching the 2024 figure on the same road exactly.

One question about the private-road burden remains unresolved. The same property appears in four listings on Rakumachi, and only one of them states a private-road burden of 107.41 sqm; the other three leave the field blank. On the floor plan in another listing the site is shaded as a pentagon with a separate shape outside its north-west corner marked as a private road (a designated-position road), and calibrating the site polygon against the dimension annotation gives about 442 to 451 sqm, matching the listed 442.25 sqm. On that basis we treat the private road as a separate parcel and make no deduction (a ratio of 97.9%). However, deducting 107.41 sqm as part of the stated area would give an effective site of 334.84 sqm, a land assessment of about 103.80 million yen and a ratio of 74.1% — below 80%. The listings alone do not settle which is correct, so we give both figures. This is a point we have put to the operator.
