How We Checked This Property

With the address published only to the chome level and the lot number withheld, working out how to measure the roadside value was the first problem. This record starts from aligning block coordinates against the roadside value map, then uses elevation data to fill in the height differences the photos could not show.

Locating the road price

Takaishi 5-chome spans four roadside value map sheets (72078, 72079, 72095 and 72096), with bands ranging from 125D to 185D. We first geocoded blocks 1 through 28 in the district using the Geospatial Information Authority address API, then fitted an affine transform against the on-map positions of 15 block numbers printed on sheet 72095 (residual RMS about 9 m, scale about 1.11 m per point). That established that blocks 4-18, 23 and 25 appear on sheet 72095, blocks 1 and 19-22 and 24 on sheet 72078 to the north, and blocks 26-28 on sheet 72096 to the east. Sheet 72079 covers Nishiikuta and Minamiikuta and does not include this district. Because the lot number is withheld and the block cannot be pinned down, we took the modal value of the residential streets in the district. On sheet 72095 the residential streets in Takaishi 5-chome read 125D, 130D four times, 135D twice, 140D twice, 145D, 150D and 160D (with only the ridge arterial at 175D), giving a mode of 130D. The northern edge on sheet 72078 (blocks 1 and 18-20) is one step higher at 140D-170D. We took the conservative 130,000 yen/sqm. On sensitivity: the district's lowest band of 125D still gives 119.2%, 140D near the median gives 133.5%, and the northern 170D gives 162.1%. The roadside value needed to reach 80% is 83,894 yen/sqm, so no band changes the conclusion.

Locating the road price

The three-year series was matched by following the same street on the same sheet 72095: 125,000 yen in fiscal 2024, 130,000 in 2025 and 130,000 in 2026. The wider area is on a rising trend of roughly 5,000 yen a year, while the ridge arterial has moved the other way, from 175D to 170D to 160D. The leasehold ratio symbol is D (60%) throughout.

On-site check from photos

The listing carries only three photos: two exteriors and a floor plan. We downloaded both exteriors and enlarged them threefold, but each is shot from directly below the building, leaving the ground surface, the frontage road and the site boundaries out of frame. A wire fence on the neighbouring boundary appears at the lower right of one photo, but the ground on either side of it is not visible, so the retaining height cannot be estimated. Retaining walls, height differences against the road, stepped access and slope faces are therefore all unjudged, and whether the house shares party walls is also unresolved. We tried to fill the gap from other sources. The other portal carries exactly the same three photos, matching down to the pixel dimensions; the handling agent's own site shows only placeholders; and neither SUUMO nor HOME'S lists the property in Asao Ward. A further source returned a bot-check page and could not be reached (we did not attempt to bypass the verification).

On-site check from photos

In place of photos we used Geospatial Information Authority elevation data (1 m laser survey). Geocoding blocks 1 to 28 in Takaishi 5-chome and sampling each block centre plus points 15 m to the north, south, east and west — 140 points in all — gave elevations of 73.9 to 115.2 m (a 41.3 m range), with a median height difference of 6.35 m across a 30 m square around each block centre. That is typical terraced hillside development on the Tama Hills. The spread between blocks is wide, though: the central plateau blocks (14-18 and 20), which correspond to a 15-minute walk from the station, show differences of 0.8 to 2.3 m, while peripheral blocks 2, 5, 21-23 and 25 run 9.6 to 14.4 m. With the lot number withheld we could not determine which of these this property falls in.

Rights and restrictions

The road classification differs between listing sources. One shows "public road, south, 4.00 m" while the other portal and the handling agent's own site show "private road". We took the conservative reading and treated it as private. However, the private road burden area and private road area are blank on every source, so neither the existence nor the size of any burden is known. If it is a jointly held separate parcel, no deduction is required. Since the reading is genuinely split, we show both figures: without deduction the assessed ratio is 124.0%, and with a notional 20 sqm private road deduction it is 107.3%. Either way it stays above 80%. The land is held in freehold, the land category is residential, and it sits in an urbanisation promotion area zoned Category I Low-Rise Exclusive Residential with 50% building coverage and 100% floor area ratio. There is no mention of non-rebuildable status, a proviso road, a cliff ordinance, leasehold or building conditions. Frontage is a single 4.00 m road to the south, with no setback noted.

What We Could Not Confirm

  • Both exterior photos look up at the building, so the junction between the frontage road and the site is not visible. Takaishi in Asao Ward is hillside housing on the Tama Hills, an area with many retaining walls. Elevation data shows height differences across a 30 m square ranging from 0.8 m to 14.4 m depending on the block, and with the lot number withheld we could not determine which block this is. The presence and height of any retaining wall needs checking on site.
  • Listing sources disagree on whether the frontage is a public or private road. If private, the burden area, the ownership share and any consent for passage and excavation all affect price and rebuilding. This belongs on the list for the important matters explanation.
  • Because the address is published only to the chome level, the roadside value uses 130D, the modal residential street value for the district. Once the lot number is known the individual roadside value can be fixed. Bands in the district run from 125D to 175D, so the actual figure will move either way.
  • The house is 49 years old and wooden. It is beyond the useful life banks work to, so loan terms may be short or the building may not be financeable. Because it is tenanted, the interior cannot be inspected, which makes restoration and fixture costs at turnover hard to estimate.
