How We Checked This Property
The frontage field was blank, so we measured the site plan to establish both the access arrangement and the area of the pole. We also worked out which of two streets this plot fronts, since it sits on the seam between two roadside value map sheets.
What We Could Not Confirm
- The pole carries a "passage agreement available" annotation on the site plan. The rights attaching to the passage — whether it is solely or jointly owned, and what right of way exists with the neighbour — need confirming in the important matters explanation. The passage opening looks about 4 m wide in the photos, which appears to be because it is used together with the neighbour's passage.
- The frontage is only about 2.0 m wide. That satisfies the Building Standards Act, but compliance with Article 3 of the Tokyo Metropolitan Building Safety Ordinance depends on the "single house of 200 sqm or less" condition. A row house, an apartment block or a scheme over 200 sqm cannot be built on this plot.
- The "conditions" field reads "sold subject to building conditions", so the land cannot be bought on its own. The listing says the condition may be negotiable, but the price in that case would be a matter of negotiation.
- The 29.2 sqm pole area is our own measurement off the site plan. The listing gives no dimensions for the pole, so a survey plan or a site visit is needed. If the pole is a separate parcel, no deduction applies and the assessed ratio rises to 98.1%.
- Zoning is Category I Low-Rise Exclusive Residential at 50% coverage and 100% floor area ratio. What can be built on 163.32 sqm of usable land is limited, so anyone considering a rental use should confirm the achievable volume.

About This Property
A 78.5 million yen plot in Igusa 5-chome, Suginami Ward, Tokyo, a 5-minute walk from Kami-Igusa Station on the Seibu Shinjuku Line. Land 192.52 sqm (58.23 tsubo, registered), currently vacant so there are no demolition costs. Freehold, in an urbanisation promotion area zoned Category I Low-Rise Exclusive Residential with 50% building coverage and 100% floor area ratio. Mains water, sewerage and city gas are connected.
The assessed ratio is 83.2%. The inheritance-tax roadside land value for fiscal 2026 is 400,000 yen/sqm (roadside value map 43005). However, this is a flagpole plot, and we have deducted the pole from the assessment. Measuring the site plan pixel by pixel puts the pole at about 2.0 m wide by 14.6 m long, or about 29.2 sqm, leaving 163.32 sqm of usable land. At 400,000 yen/sqm that is 65.33 million yen, or 83.2% of the 78.5 million yen price. Without the deduction, 192.52 sqm would give 98.1%, but we have taken the conservative figure as the headline.
The frontage field was blank, but the site plan settled the access arrangement. The plot reaches a road of about 7.25 m to the west through a strip about 2.0 m wide and 14.6 m long. On the plan the pole alone is hatched and annotated "passage agreement available", drawn separately from the body of the plot — which is what justifies deducting it. Conversely, if the 192.52 sqm covered only the body and the pole were a separate parcel, no deduction would be needed, so our treatment is the conservative one.
There are limits on what can be built here. Under Article 3 of the Tokyo Metropolitan Building Safety Ordinance, a site reaching the road only through a passage strip needs a width of at least 2 m where the strip is 20 m or less in length — and that applies only to single houses of 200 sqm or less in floor area. At about 14.6 m long and about 2.0 m wide this just complies and rebuilding is possible, but only because 100% floor area ratio over 192.52 sqm gives 192.52 sqm of floor area, which is under 200 sqm. A row house, an apartment block, or any scheme over 200 sqm would need a 3 m strip, which this plot does not have. In practice this is a single-house site.
One more point: the "conditions" field in the property summary reads "sold subject to building conditions". We do include such plots, but it means a construction contract must be signed within a set period and the land cannot be bought on its own. The listing's own copy says "please enquire about removing the building condition", so whether it can be lifted is a matter of negotiation.
To fix the location we started from the property coordinates in the listing HTML and calibrated against every block reference point in Igusa 5-chome, blocks 1 to 19, geocoded through the Geospatial Information Authority address API. The site is about 48 m south-west of block 16 and about 71 m east of block 17, sitting on the seam where the eastern edge of map 43004 overlaps the western edge of 43005. Two streets are candidates: 410D on the 43004 side and 400D on the 43005 side. We took the conservative 400D. On sensitivity, 410D gives 85.3% and even 390D gives 81.1%.
We inspected all five site photos (three exteriors from two directions, two of the frontage road to the west) and the site plan. Every boundary is a screen or boundary wall with the ground at much the same level on both sides, none of it functioning as earth retention. The road surface and the passage surface run on flush across a gutter and concrete apron with no step at all, and there are no stairs. Measuring 12 points with national 1 m laser survey data gave 49.0 to 49.6 m, a total range of 0.6 m, with the centre of the site at 49.4 m against 49.0 m on the frontage road — a difference of 0.4 m.
