How We Checked This Property

Rather than taking the listed price and area at face value, we counted every residential street segment in Meguritacho 4-chome on the 2026 roadside land value map and checked six site photographs for the step up from the road and the height of the neighbour's retaining wall.

Locating the road price

We went through every residential street segment of Meguritacho 4-chome on the 2026 roadside land value maps (sheet 62083 and the adjoining sheet 62069). Eleven segments are at 155,000 yen per sqm and ten at 150,000, so we took the lower 150,000 as the representative value. Arterial roads such as Megurita Kaido (175,000 to 185,000) were excluded because they are different in character. For the three-year series we followed the same segments on the same sheet: 145,000 yen per sqm in 2024, 145,000 in 2025 and 150,000 in 2026.

Effective land area

All three listings state that there is no private road burden, so we used the stated 169.12 sqm as the basis for the assessment. The notch of about 2.9 m by 4.0 m at the southwest corner of the site plan is already excluded from that figure, because the area reconstructed from the outer dimensions matches the stated area.

On-site check from photos

The site plan from the original listing did not show the site itself, so we checked six photographs from another listing of the same property. The road in front is a flat residential street, the plot sits at almost the same level as the road, and there is no stepped access or cut slope. Along the northern to northwestern boundary the neighbouring land is higher, held by a retaining wall. We estimated its retained height from three reference objects in the photographs and put it at roughly 0.7 to 0.85 m, or about 1.0 m at most.

Rights and restrictions

Zoning is Category I low-rise exclusive residential with 50% building coverage and 100% floor area ratio, in a quasi-fire prevention district and a Category I height control district, with a minimum lot size of 110 sqm. The site is in a buried cultural property area, but the listing states that a test excavation on 20 May 2026 found nothing of note. There is no tied building contract.

What We Could Not Confirm

  • Five street segments in Meguritacho 4-chome are at 145,000 yen per sqm. If the plot fronts one of those, the assessed ratio would be 77.8%. The listing does not give the lot number, so which band applies has to be confirmed on site.
  • The second page of the site plan is marked "Lot B-1" and shows another lot adjoining to the south, while another listing gives the number of lots for sale and the total number of lots as one, with a single price and area. The relationship with the adjoining lot needs to be confirmed with the agent.
  • The width of the road in front is given as 4.5 m (public road) in one listing, as a 4.9 m frontage in another, and as a 5.7 m frontage on the site plan. The actual width and frontage need to be confirmed on site or with the agent.
  • The height of the retaining wall on the boundary is an estimate from photographs, cross-checked against three reference objects. The actual dimension needs to be confirmed on site.

About This Property

A vacant plot in Meguritacho 4-chome, Higashimurayama, a 13-minute walk from Musashi-Yamato Station on the Seibu Tamako Line. Seibuen Station on the Seibu Seibuen Line is 14 minutes away on foot and Higashimurayama Station on the Seibu Shinjuku Line is 19 minutes, so three stations are within walking distance. The area is a residential district south of Sayama Park and Lake Tama, and the plot fronts a 4.5 m wide public road.

The land is 169.12 sqm (51.15 tsubo); one listing states this as a surveyed figure and another as the registered figure, and the two agree. All three listings state that there is no private road burden, and there is no flagpole access corridor. The plot is irregular, with a notch of roughly 2.9 m by 4.0 m at the southwest corner, but the area reconstructed from the outer dimensions matches the stated area, so the notch is already excluded from the 169.12 sqm. Zoning is Category I low-rise exclusive residential (50% building coverage, 100% floor area ratio), in a quasi-fire prevention district and a Category I height control district, with a minimum lot size of 110 sqm. Because the site is vacant, the assessed value comes from the land alone: the 2026 inheritance-tax roadside land value of 150,000 yen per sqm multiplied by 169.12 sqm gives 25,368,000 yen, which is 80.5% of the 31.5 million yen asking price. The roadside value moved 145,000 to 145,000 to 150,000 yen per sqm over three years. Note that the residential streets in Meguritacho 4-chome are split almost evenly between 155,000 yen per sqm (11 segments) and 150,000 yen per sqm (10 segments), with a further five segments at 145,000 yen per sqm. We used the lower 150,000 figure. If the street the plot actually fronts falls in the 145,000 band, the assessed ratio would be 77.8%, below 80%.

In the listing photographs the road in front is flat asphalt and the plot sits at almost the same level as the road, with no stepped access or cut slope. Along the northern to northwestern boundary there is a concrete retaining wall with the neighbouring land higher than this plot. Using three reference objects in the photographs (the diameter of the drainage holes, the height of a parked van and the riser height of the neighbour's stairs) we estimate the retained height at roughly 0.7 to 0.85 m, and at most about 1.0 m. The site is cleared, covered with weed-control sheeting, and available for immediate handover.
