The price needs explaining first. At 13.8 million yen for 478.75 sqm (registry, 144.82 tsubo), the 95,300 yen per tsubo is strikingly low for the area. The listing's remarks give three likely reasons. First, a waterway occupancy permit: the site plan shows a culvert between the plot and the 6 m public road to the south-east, so access runs through a 4.0 m by 16.2 m strip the owner holds, meaning road access depends on that permit. Second, the utility mains sit in the private road to the north, in which the owner holds no share, so connecting water, sewerage and gas may require the road owner's consent to excavate. Third, a building is currently being demolished and the plot is delivered as-is. A setback is also required.
