How We Checked This Property

We looked first at why 77 square metres of land costs two million yen. The answer is that no water or gas main reaches the frontage road, and the 183.8% cost-approach figure does not include that cost. The listing also has no photographs of the site, so no photographic assessment was possible.

Other checks

The reason for the price of 25,856 yen per square metre is in the listing notes: no water main and no city gas main have been laid in the frontage road, and the plot has no water, sewer or gas connections. The only utility listed is sewerage. Building a house would mean bearing the cost of extending the mains. Note that the condition tags at the top of the listing page show water supply and city gas, contradicting the notes; we took the conservative reading that they are absent.

Locating the road price

Hamano-cho spans ten street-value maps. When we tried to geocode the lot number shown on the cadastral drawing, that one lot returned a point about 600 metres west of its neighbours. It matched none of the distances to nearby facilities given in the listing, so we discarded it and fixed the map as 02059 by bracketing between the adjacent lot numbers and triangulating from the distances to six nearby facilities. Trusting that outlier would have put us two maps off.

Locating the road price

We adopted the residential-street value of 52,000 yen per square metre. An 80% cost-approach ratio would require 22,631 yen per square metre, and any of the surrounding bands — from 49,000 to 75,000 yen — lands between 173% and 265%, so a positional error of around 60 metres does not change the conclusion. The street-front value has risen from 46,000 yen in 2024 to 49,000 in 2025 and 52,000 in 2026.

Effective land area

The frontage is a 3.3-metre public road to the south, narrower than four metres, so a setback is required. Against a 9.5-metre frontage, a centre-line setback would be 3.33 square metres, but we took the conservative figure of 6.65 square metres based on a 0.7-metre one-sided setback, leaving 70.70 square metres of effective residential land. Calculated on the centre-line basis it would be 74.03 square metres and 192.5% — the conclusion is the same either way.

On-site check from photos

This listing has no photographs of the site. There is one cadastral drawing among the property images; the remaining eight are stock pictures of nearby facilities. We checked other portals and the seller's own site, but the listing went public only the day before and had not been distributed elsewhere, so we could not supply photographs. Retaining walls, steps from the frontage road, stepped access and adjoining construction are therefore all unassessed. As a substitute we measured nine points across a 100-metre square using national elevation data and confirmed flat low-lying ground at 1.7 to 2.7 metres.

Rights and restrictions

The listing states that liability for non-conformity is excluded, that the seller will not carry out a confirmed survey and the plot is sold as it stands with dimensions and area possibly varying, and that encroachments may exist. A plot of land in Hamano-cho, Chuo-ku, Chiba, a ten-minute walk from Hamano Station on the JR Uchibo Line. Hamano lies at the southern edge of Chiba City near the mouth of the Murata River. Everyday amenities are within walking distance: the Hamano post office is 170 metres away, a 7-Eleven 240 metres and Namihama Nishi Elementary School 450 metres. Changing at Soga for the Keiyo Line puts Tokyo Station about 55 minutes away.

The first thing to explain about this property is the price. Two million yen for 77.35 square metres — 25,856 yen per square metre — is hard to account for in an urbanisation promotion area ten minutes' walk from a station. The listing notes hold the answer: there is no water main and no city gas main in the frontage road, and the plot has no water, sewer or gas connections. The only utility listed is sewerage. Building a house here would mean paying separately to extend the mains and bring in connections, and that burden appears to be reflected in the price. The seller's own comments lead with uses such as a materials yard or a monthly car park, rather than presenting the plot as ready to build on.
