A plot without building conditions in Oaza Higashifukai, Nagareyama, with both Edogawadai and Unga Stations on the Tobu Noda Line a 15-minute walk away. Co-op Higashifukai and Belc Nagareyama Higashifukai are within a five-minute walk, and Higashifukai No. 17 Park is about 200m away.
The site is 176.00 sqm and priced at 11.8 million yen. The site plan shows it is a flagpole lot, including an access strip roughly 2.2m wide and 10.6m deep (about 23.32 sqm). Recalculating the area from the site plan's perimeter dimensions gives about 175.0 sqm, close to the listed 176 sqm, so we judged the strip to fall inside the listed area. Our assessment uses the 152.68 sqm remaining after deducting it.
Because the address is Oaza Higashifukai and the land category is forest, we first checked whether this falls in a multiplier valuation zone where no roadside prices are published. It does not: the area sits within the roadside price zone and map 09195 carries prices on every street. The listing also states an urbanisation promotion area with Category 1 exclusively low-rise residential zoning at 60% coverage and 150% floor area ratio, designations that do not apply in urbanisation control areas.
The 155.00 sqm private road burden is expressed as a 4/20 share and appears separately on the site plan as a 4.5m-wide private road. We treated it as separately titled and made no deduction from the land area.
We reviewed five of the listing photos. The private road, the concrete strip through the access way, the gate and the site beyond form a continuous level surface with no steps. A concrete panel wall about 1.8-2.0m high runs along the west side, but enlarging the image reveals catenary poles and overhead wires behind it: this is the boundary fence of the Tobu Noda Line. The base of the wall meets the paving directly with no sign of a level difference, and thin panels on slender posts are not a form built to retain earth. The eastern boundary is mesh fence alone with ground at the same level.
